The mandate of the RBQ is to issue the contractor’s or owner-builder’s licences.
However, the RBQ’s mandate does not include:
- the issuance of contractor’s licence in the fields of electricity and plumbing
- the issuance of qualification cards or certificates of qualification
- the assistance to business start-up.

Electrical contractors must hold a licence which contains the subclass 16. This licence is issued by the Corporation des maîtres électriciens du Québec (CMEQ)

The CMMTQ: where to obtain your contractor’s licence in plumbing or heating
The
Corporation of Master Pipe Mechanics of Quebec (CMMTQ) [Fr] 
has the authority of issuing licences to contractors which are specialized in building services, more specifically in plumbing and in heating. The issuing of this licence is conditional upon successfully undergoing a stringent qualification process.
The CCQ: where to obtain your certificate of qualification
In the province of Quebec, the construction industry has criteria for the hiring of labour to which building contractors must conform. The basic principle remains the qualification the applicant acquires through training and/or work experience.
