The RBQ

Our mission, our vision, our values

In view of protecting the public, the RBQ’s mission is to ensure the following:

  • the quality of the work and safety of the buildings and facilities
  • the professional qualifications of the contractors and owner-builders
  • the integrity of the contractors and of the owner-builders.

The RBQ fulfils its mission by enacting construction, safety and professional qualification standards. It oversees the enforcement of these standards, through investigations and verifications, by applying the remedies provided by law in case of defaults or defects and by setting out financial securities to protect the consumer. The RBQ is also recognized as an organization which inspects and verifies quality control programs in the area of pressure vessels.

Our vision

The RBQ is engaged in a mobilizing leadership, and seeks to make concrete actions in order to make its distinctive expertise as well as its achievements better known with the public. It is within this perspective that the RBQ has set out its new vision: The RBQ: the reference in terms of safe, quality buildings and facilities.

Our values

History and status of the RBQ

Created in 1992, the RBQ is present in the entire territory of the province of Québec through its service points. The RBQ’s head office is in Montréal.

Acting under the responsibility of the ministre responsable du Travail, the RBQ has the status of a “body other than budget-funded body”. Thus, it finances its expenses directly from the sources of independent revenue. However, the RBQ remains subject to the Civil Service Act and liable to the government budgetary management framework.

The RBQ fully supports the ethical values of the public administration of the province of Quebec. As such, the competence of its personnel shall be promoted and developed. In its functions, the personnel must enforce the regulations with fairness and supply to the citizens and stakeholders all the information which they are entitled to. The employees must demonstrate integrity and avoid any situation of conflict or perceived conflict between any personal interest of theirs and their responsibilities. Lastly, they shall treat the citizens and stakeholders with respect, and represent the RBQ with loyalty.

The importance of the quality of our services reflects another essential value for the RBQ. The personnel must therefore be constantly concerned with the quality of construction and the safety of the public. Through its actions and its decisions, it must help reduce the hazards to which the public might be exposed. By offering expertise services which are of a high level, accessible and user-friendly, the RBQ assists the citizens in being well informed of their rights and of the good practices in matters of safety. In turn, it also helps the licence holders, the professionals and the building and facility owners assuming their responsibilities adequately.
