Board of directors

The Régie du bâtiment du Québec (RBQ) is managed by a board of directors comprising 13 members, mostly from the construction and building industry. The president and chief executive officer of the RBQ is a member, but the board is chaired by a person designated by the government from among the members.

Under section 91 of the Building Act, as amended by chapter 19 of the statutes of 2022, the members of the board other than the president and chief executive officer are appointed in the following manner:

  • one chosen from among persons identified as building contractors (1 member);
  • one chosen from among persons identified with corporations incorporated under the Master Electricians Act (chapter M-3This link open an external website of the Régie du bâtiment du Québec in a new window.) or the Master Pipe-Mechanics Act (chapter M-4This link open an external website of the Régie du bâtiment du Québec in a new window.) (1 member);
  • three chosen from among persons identified with the financial sector (3 members);
  • three chosen from among persons living in or frequenting a building (3 members);
  • one chosen from among persons identified with the municipal sector (1 member);
  • three chosen from among persons identified with the professional orders tied to the building and construction industry (3 members).

Under section 3.1 of the Act respecting the governance of state-owned enterprises, as amended by chapter 19 of the statutes of 2022, the term of office of the members of the board of an enterprise, other than the chair and the president and chief executive officer, may not exceed four years.

The board of directors is responsible for ensuring that the RBQ’s mission and undertakings are fulfilled. It adopts the strategic plan, budget and financial statements. It drafts regulations on building construction and safety standards for government approval.

Jacquine Lorange
Representing: Professional orders in the construction and building industry
Appointment date: August 26, 2018
Term: 4 years

Jacquine Lorange is an architect and member of the Ordre des architectes du Québec. She has over 25 years of Canadian and international experience working on major building and transformational projects in the institutional and public sectors, blending development and construction with innovation.

A manager committed to transforming our communities, Ms. Lorange has a Master of Science in Organizational Administration and Development from Université Laval.

Alain Jacques
Representing: Building contractor associations

Term: 4 years

Alain Jacques is an engineer and member of the Ordre des ingénieurs du Québec. He has a Bachelor in Civil Engineering and heads the family-run company Groupe Jacques. He is an owner-builder and also manages multi-unit residential and commercial buildings.

Michel Beaudoin
President and chief executive officer of the RBQ

Term: 5 years

Michel Beaudoin is the president and CEO of the RBQ and a certified corporate director. He holds a Bachelor in Communications and Public Relations, and is also an accredited mediator in civil, commercial and labour law. Before joining the RBQ, Mr. Beaudoin was vice-president, labour standards for the Commission des normes, de l’équité, de la santé et de la sécurité du travail (CNESST). Prior to that, he was vice-president, and president and CEO of the RBQ from 2005 to 2012.

Chantal Bibeau

Term: 4 years

Chantal Bibeau has 31 years of experience in fire prevention. Since 2021, she has been the assistant director with the Centre de services – Expertise et développement de la prévention at the Service de sécurité incendie de Montréal. She is also the vice-president for fire prevention with the Association des chefs en sécurité incendie du Québec. She completed a Mini-MBA at the McGill Executive Institute in 2014.

Rafik Khodja is an engineer and member of the Ordre des ingénieurs du Québec. He has a Bachelor in Civil Engineering and since 2018 has been an engineer for the consulting firm EXP.

Yan Maisonneuve
Representing: Municipal sector
Appointment date: October 14, 2020
Term: 3 years

Yan Maisonneuve has a bachelor’s degree from HEC Montréal and is a member of the Ordre des administrateurs agréés du Québec. He has more than 20 years of experience as a human resources professional in the health and social services sector.

Since 2017, he has been a municipal councillor in Terrebonne. Among other duties, he serves on the executive, audit, budget oversight and place names committees. He is also the chair of both regional water authorities for the Terrebonne area: the Régie d’aqueduc intermunicipale des Moulins and the Régie d’assainissement des eaux Terrebonne-Mascouche, chair of the Commission du développement durable, de l’environnement et de la mobilité and vice-chair of the Commission de l’administration, des finances et des ressources humaines. Lastly, he is the Ville de Terrebonne’s delegate to the Canadian Federation of Municipalities.

Pierre Richard
Representing: Consumer associations or persons living in or frequenting a building

Term: 3 years

Pierre Richard is an architect and member of the Ordre des architectes du Québec and has a Bachelor in Architecture from the Université de Montréal. Mr. Richard is a specialist in universal design. In private practice since 1985, he has carried out a number of successful projects to meet users’ needs.

Mr. Richard was a member of the National Research Council Canada standing committee on barrier-free access from 1990 - 1997 and the RBQ advisory committee from 1992 - 2005. He worked with the Ville de Laval for more than 20 years as an accessibility consultant and drafted their universal access standards guide. Mr. Richard is also involved with Kéroul, a non-profit organization whose mission is to make tourism and culture accessible to people with restricted physical capacities. Since March 2019, he has been a board member of the Office des personnes handicapées du Québec, representing professional associations.

Mylène Sagala
Representing: Corporations incorporated under the Master Electricians Act or the Master Pipe-Mechanics Act

Term: 4 years

Mylène Sagala is a lawyer and member of the Barreau du Québec. Holding a Bachelor of Law, she has focused her practice on building law for over 10 years. Prior to that, Me Sagala worked in property law, primarily in insurance, banking and transactional law.

Me Sagala joined the Corporation des maîtres mécaniciens en tuyauterie du Québec (CMMTQ) in 2014 as head of their legal department. She represents the CMMTQ before various organizations, courts and committees in the construction industry.

Term: 3 years

Ginette Tanguay is a member of the Ordre des comptables professionnels agréés du Québec and a certified corporate director. She holds a bachelor’s degree in business administration, and, in recent years, she held a series of positions in different departments and agencies of the Québec government. In November 2020, Ginette Tanguay became vice president for managing and planning of the Société d’habitation du Québec.

Harold Castonguay
Representing: Persons living in or frequenting a building

Term: 3 years

Harold Castonguay trained in bricklaying and masonry at the École des métiers et occupations de l'industrie de la construction de Québec. He also holds a general contractor’s licence from the RBQ and has been working in the construction industry for over 25 years, mainly in air-conditioning and heating. He has been a manager at Climtek 2000 inc. since 2020.

François Lavoie

Term: 3 years

François Lavoie has a Bachelor of Business Administration from the Université du Québec à Trois-Rivières (UQTR) and a B.A. in economics and human geography from Université Laval. He is a member of the Ordre des administrateurs agréés du Québec and chairs the board of the Kaleido Foundation. Mr. Lavoie also volunteers with the UQTR mentoring program.

Term: 3 years

Marie-Alice Phillips is a member of the Ordre des comptables professionnels agréés du Québec and holds a graduate diploma in public accounting from HEC Montréal. She has also completed the Administrateurs de la relève (young directors’ training offered by the Québec junior chamber of commerce). Ms. Phillips has served on various boards over the past 10 years. She is currently senior analyst, decision support, at Cogeco Inc.
