Board of directors

The Régie du bâtiment du Québec (RBQ) is managed by a board of directors comprising 13 members, mostly from the construction and building industry. The president and chief executive officer of the RBQ is a member, but the board is chaired by a person designated by the government from among the members.

Under section 91 of the Building Act, as amended by chapter 19 of the statutes of 2022, the members of the board other than the president and chief executive officer are appointed in the following manner:

  • one chosen from among persons identified as building contractors (1 member);
  • one chosen from among persons identified with corporations incorporated under the Master Electricians Act (chapter M-3This link open an external website of the Régie du bâtiment du Québec in a new window.) or the Master Pipe-Mechanics Act (chapter M-4This link open an external website of the Régie du bâtiment du Québec in a new window.) (1 member);
  • three chosen from among persons identified with the financial sector (3 members);
  • three chosen from among persons living in or frequenting a building (3 members);
  • one chosen from among persons identified with the municipal sector (1 member);
  • three chosen from among persons identified with the professional orders tied to the building and construction industry (3 members).

Under section 3.1 of the Act respecting the governance of state-owned enterprises, as amended by chapter 19 of the statutes of 2022, the term of office of the members of the board of an enterprise, other than the chair and the president and chief executive officer, may not exceed four years.

The board of directors is responsible for ensuring that the RBQ’s mission and undertakings are fulfilled. It adopts the strategic plan, budget and financial statements. It drafts regulations on building construction and safety standards for government approval.

Jacquine Lorange
Representing: member chosen from among persons identified with the professional orders tied to the building and construction industry
Appointment date: August 26, 2018
Term: 4 years

Jacquine Lorange is an architect and a member of the Ordre des architectes du Québec, as well as a lawyer with the Barreau du Québec. She is an adept leader with over 25 years of Canadian and international experience working on major building and transformational projects in the institutional and public sectors, blending corporate governance, development and construction with innovation.

A seasoned manager committed to transforming our communities, Ms. Lorange has a Master of Science in organizational administration and development from Université Laval.

Michel Beaudoin
President and chief executive officer of the RBQ

Term: 2 years

Michel Beaudoin is president and chief executive officer of the RBQ and a certified corporate director. He holds a Bachelor’s degree in communications and public relations, and is also an accredited mediator. Before joining the RBQ, Mr. Beaudoin was president and vice-president, labour standards, at the Commission des normes, de l’équité, de la santé et de la sécurité du travail (CNESST) from 2012 to 2017. He also served as vice-president and as president and chief executive at the RBQ from 2005 to 2012.

Rafik Khodja

Term: 3 years

Rafik Khodja is an engineer and member of the Ordre des ingénieurs du Québec. He holds a Bachelor’s degree in civil engineering and has been an engineer for EXP Inc. since 2018.

Yan Maisonneuve
Representing: member chosen from among persons identified with the municipal sector
Appointment date: October 14, 2020
Term: 3 years

Yan Maisonneuve holds a Bachelor’s degree from HEC Montréal and is a member of the Ordre des administrateurs agréés du Québec. Currently a manager, he has over 20 years of experience as a human resources professional in health and social services.

From 2017 to 2021, he served as a municipal councillor for the City of Terrebonne, where he sat on numerous committees, including the audit committee and the budget monitoring committee. He has also chaired the boards of both regional water authorities for the Terrebonne area: the Régie d’aqueduc intermunicipale des Moulins and the Régie d’assainissement des eaux de Terrebonne-Mascouche. Mr. Maisonneuve has extensive experience in human resources management.

Pierre Richard

Term: 3 years, renewed on June 29, 2022

Pierre Richard has been a member of the Ordre des architectes du Québec since 1984. With a Bachelor’s degree in architecture from the Université de Montréal, he is a specialist in universal design and has headed Archiconcept Inc. since 1990.

Mr. Richard was a member of the National Research Council Canada’s standing committee on barrier-free access from 1990 to 1997 and of the RBQ advisory committee from 1992 to 2005. From 2019 to 2022, he sat on the board of the Office des personnes handicapées du Québec. He has been a member of the RBQ Board of Directors since 2018. Mr. Richard is also involved with Kéroul, a non-profit organization whose mission is to make tourism and culture accessible to people with limited physical abilities.

Mylène Sagala

Term: 4 years

Mylène Sagala is a lawyer and a member of the Barreau du Québec. She holds a Bachelor of Law and has focused her practice on construction law for over 10 years. Prior to that, she worked in real estate law, more specifically insurance law and banking and transactional law.

Mtre Sagala joined the Corporation des maîtres mécaniciens en tuyauterie du Québec (CMMTQ) in 2014 as head of legal services. She represents the CMMTQ before various organizations, tribunals and committees in the construction industry.

Ginette Tanguay
Representing: member chosen from among persons identified with building owners’ associations
Appointment date: December 16, 2020
Term: 3 years

Ginette Tanguay is a Fellow of the Ordre des comptables professionnels agréés du Québec and a certified corporate director. She has a Bachelor of Business Administration and has held various positions in a number of Québec government departments. From November 2020 to January 2023, Ms. Tanguay was Vice-President, Administration and Planning, at Société d’habitation du Québec. She is now retired from the civil service.

Harold Castonguay

Appointment date: June 29, 2022
Term: 3 years

Harold Castonguay trained in bricklaying and masonry at the École des métiers et occupations de l’industrie de la construction de Québec. He also holds a general contractor’s licence from the RBQ and has been working in the construction industry for over 25 years, mainly in air-conditioning and heating. He has been a manager at Climtek 2000 inc. since 2020.

François Lavoie

Term: 3 years

François Lavoie has a Bachelor of Business Administration from the Université du Québec à Trois-Rivières (UQTR) and a B.A. in economics and human geography from Université Laval. He is a member of the Ordre des administrateurs agréés du Québec and chairs the board of the Kaleido Foundation. Mr. Lavoie also volunteers with the UQTR mentoring program.

Marie-Alice Phillips is a member of the Ordre des comptables professionnels agréés du Québec and a graduate of the Administrateurs de la relève. She has also served on various not-for-profit boards for the past 10 years. Ms. Phillips has served on various boards over the past 10 years. She is currently senior analyst, decision support, at Cogeco Inc.
