The RBQ

Board of directors

A board of directors comprising thirteen members mainly from the construction and building sectors manages the Régie du bâtiment du Québec (RBQ). The president and chief executive officer of the RBQ is a member of the board of directors but a person appointed by the government from among the other members chairs the board.

Pursuant to the Building Act, the members of the board other than the president and chief executive officer are appointed in the following manner:

  • three chosen from among persons identified with building contractors associations or with corporations incorporated under the Master Electricians Act or the Master Pipe-Mechanics Act;
  • one chosen from among persons identified with the financial sector;
  • two chosen from among persons identified with consumer associations or persons living in or frequenting a building;
  • two chosen from among persons identified with building owners associations;
  • two chosen from among persons identified with the municipal sector;
  • two chosen from among persons identified with the professional orders tied to the building and construction industry.

The board of directors has a mandate to carry out the RBQ’s mission and fulfil its commitments. It adopts the RBQ’s strategic plan, budget and financial statements. It establishes, for approval by the government, regulations governing construction and building safety standards.

Three members of the board of directors sit on the audit committee, whose main function is to formulate advisory opinions on the RBQ’s performance, the quality of its internal oversight, the quality of its financial information and compliance of its management with legislation and regulations. Furthermore, a governance and ethics committee ensure that the administrators' code of conduct is in compliance with the highest standards in connection with the above.
