2.4 Contractor – Private sewerage systems

This subclass authorizes construction work that is not the exclusive domain of master pipe mechanics and relates to the treatment of building wastewater as well as similar or related construction work.   

Additional explanations

This subclass authorizes, without exceeding the regulatory framework, construction work relating to:

• septic tanks
• leaching fields
• drainage wells
• drain fields
• peat or reed-based biofiltration systems 
• standard sand-filtration systems
• disposal fields
• polishing fields
• privies
• tertiary treatment systems
• pumping stations for the aforementioned systems
• sewage systems covered by the Technical Guide to wastewater treatment in isolated dwellings (even if the treatment volume exceeds the limit set in the regulation below).  

Standards for the construction of private sewage systems can be found in the Regulation respecting waste water disposal for isolated dwellings (CQLR, c. Q-2, r. 8) administered by the Ministry of Sustainable Development, Environment and Climate Change.   

NOTE: Sewage treatment systems larger than those subject to the aforementioned regulation, notably municipal installations, are governed by one of the following subclasses: 1.3 or 1.4.

NO LICENCE IS REQUIRED FOR THE FOLLOWING:

• landscaping around a building, i.e.: 
  • earthwork (changes to a lot’s profile)
  • wood, stone or precast block retaining walls   
  • planting flowers, trees or shrubs
  • seeding a lawn or laying sod
  • pools, basins, statues, fountains or ponds what are not civil engineering works 
  • fences (when they are not specifically required by the purpose of the building or civil engineering works)
  • the irrigation of lawns, plants and shrubs (unless this work is part of a civil engineering structure)   
• the emptying of septic tanks, sumps, grease traps, oil interceptors, etc.
• the maintenance of an onsite wastewater disposal system: see article 3.3 of the regulation mentioned above: “The owner of a treatment system referred to in section 11.1, 16.1, 87.7 or 87.13 must have a binding contract with the system manufacturer, the manufacturer’s representatives or a qualified third person in which it is stipulated that minimum annual maintenance will be performed on the system.”
