Report unlicensed work

Before you begin

To combat unlicensed work, the Régie du bâtiment du Québec (RBQ) has set up a specialized team of investigators with responsibility, in particular, for self-build projects and home renovations.

To help the RBQ prevent unlicensed work, you should report any construction work undertaken by a contractor who does not hold the appropriate licence.

Confidentiality and acknowledgement of receipt

You do not have to identify yourself to report unlicensed work. However, any personal information you provide will remain confidential and will only be used if the investigator needs to contact you to obtain additional information.

If you wish to receive an acknowledgement of receipt after filing a report, please include your contact information on the form.

Processing of your report

Once the RBQ has processed your report, you will receive an acknowledgement of receipt and your docket number by email or by regular mail.

If your report can be dealt with by the RBQ, it will be sent to the appropriate teams.

There will be no follow-up on the situation after the RBQ sent the acknowledgement of receipt, since information on an investigation cannot be disclosed. No further information will be provided.

Processing of a report

The processing of an unlicensed work report can take months. As a general rule, when a complaint about unlicensed work is valid, meaning that the work have been done by someone who does not hold the required licence, the RBQ conducts verifications and investigations in order to know if it’s possible to make recommendations for a prosecution against the offender to the Directeur des poursuites criminelles et pénales. The RBQ gathers relevant evidence to act by various means depending on the circumstances. It won’t automatically go to the job site or to where the work is performed.

Following its investigation, the RBQ makes recommendations to the Directeur des poursuites criminelles et pénales, which decides to hand out  a statement of offence to the offender or not.
