Complaint concerning the services delivered by your contractor

Before you begin

For a complaint about a new home or condominium, please see the Guarantee Plan for New Residential BuildingsThis link open an external website of the Régie du bâtiment du Québec in a new window. or your guarantee administratorThis link open an external website of the Régie du bâtiment du Québec in a new window..

By filing a complaint against your contractor, you allow the Régie du bâtiment du Québec (RBQ) to document the case and record information in the contractor’s file. Your complaint will be reviewed. In some cases the RBQ may contact the contractor if, for example, the safety of building residents is at risk or the contractor has been dishonest.

If you are in a contract dispute with your contractor because, for example, you’re dissatisfied with the work done, you can start legal proceedings. Visit the Problems with your contractor page for more information.

The RBQ is not a court and therefore has no power to resolve your dispute.

Before filing a complaint about the services provided by your contractor, you must:

  1. Check to see if the contractor was licensed at the time the work was being done. Go to the RBQ Licence Holders Registry or contact us to find out if the contractor had a licence. If your contractor was not licensed when the work was being done, complete the online form Filing a complaint relating to unlicensed work.
  2. Make sure you have a document that establishes the contractual relationship between you and the contractor.

Do you have a written contract?

Yes, I have a written contract.

To file a complaint that will allow the RBQ to record information in the contractor’s file, you must have a written contract or other document that establishes a relationship between you and the contractor. It may take different forms, but it must allow the RBQ to identify the contractor clearly (email, bid, proof of payment, etc.).

No, I don’t have a written contract.

If you don’t have a written contract establishing a relationship between you and the contractor, your complaint is not admissible. The RBQ will not be able to enter any information about the complaint in the contractor’s file. However, you can take your case to a court in the Québec legal system, such as the Small Claims CourtThis link open an external website of the Régie du bâtiment du Québec in a new window..
