Licence exemptions

Licence exemptions for certain public bodies

Public bodies meeting the conditions below may act as contractors without holding a licence.

Municipal body

  • To carry out or have carried out by a single contractor holding the appropriate licence, in an emergency requiring immediate intervention, construction work on a building, equipment, installation, or structure belonging to another party, for the purpose of ensuring the safety or protection of persons, animals, property, or the environment, except for work on an electrical installation, an installation intended to use or distribute gas, or a petroleum equipment installation.
  • To have construction work carried out on a building, structure, installation, or equipment belonging to another party by a single contractor holding the appropriate licence, but only in the following cases:
    • Following a court judgment authorizing such work.
    • For reasons of safety, protection of persons, animals, property, or the environment, or for sanitation reasons.
    • For work related to devices used to measure water consumption.
    • For work related to a water or sewer connection—such as the installation or replacement of a backflow preventer or a water or sewer service entrance—directly resulting from work carried out on the municipal body’s property.

General and Vocational College (CEGEP) or university

  • To have construction work carried out by a single contractor holding the appropriate licence, when such work is related to its teaching or research activities, on a building, equipment, installation, or structure belonging to another party.

Health or social services institution

  • To allow its employees to carry out, in a building belonging to another party, anchoring work for therapeutic equipment intended to support a person with a disability or loss of autonomy at home, or a person receiving hospital care at home.
