Proposed regulations in consultation

Draft regulations are published in the Gazette officielle du Québec prior to their adoption in order to gather public comments. These comments will then be analyzed by the RBQ.

Proposed regulation on electricity

On September 27, 2017, the proposed regulations amending Chapter V of the Construction Code (chapter B-1.1, r 2.) and Chapter II of the Safety Code (chapter B-1.1, r. 3), Electricity, have been published in the Gazette officielle du Québec to gather comments from the public.

The comment period ended on November 10, 2017. However, this regulation is not yet in force.

The aim of these proposed regulations are the following:

  • Adopt the 23rd edition the Canadian Electrical Code, Part I, CSA standard C22.1-15 (CEC-2015) in order to update Chapter V, Electricity, of the Construction Code.
  • Include changes to this new edition so it can meet Québec’s needs and priorities, and maintain some of the changes that were added to the 2009 edition currently in force.
  • Add the measures provided for in the Transportation Electrification Action Plan 2015-2020, which was adopted by the government. When individual dwellings with parking lots or carports are built, the installation of basic infrastructure for future supply of 240V charging stations intended for electric vehicles will be mandatory.
  • Include some recommendations of the advisory committee on electricity in order to increase the safety of certain installations.
  • Standardize the requirements of Chapter II, Electricity, and of the Safety Code with the other chapters and those of the Construction Code.
  • Include the exemptions of the Regulation respecting the application of the Building Act regarding electrical installations.
