The RBQ

Mission, vision and values

The Régie du bâtiment du Québec (RBQ) was created in 1992. Its mandate is to ensure the quality of construction work as well as the safety of people in the fields of building, electricity, plumbing, gas, petroleum equipment installations, pressure vessels, elevators, passenger ropeways, amusement park rides and public pools and beaches. The RBQ sees to the enforcement of the Building Act and regulations thereto within the various technical fields encompassed by its jurisdiction.

The RBQ fulfills its mission by adopting standards with regard to building, safety, financial guarantees and professional qualifications, by issuing licences and permits conferring their holders with the rights of exercising, and by overseeing the application of the standards established through regulations. The RBQ is also a reputable inspection and verification body for quality control programs within the field of pressure vessels.

Since December 1, 2005, the RBQ has been a non-budget-funded body that covers its expenditures from its revenues.

In order to fulfil in the coming years its vision centred on properly constructed facilities and buildings for informed Quebecers, the RBQ plans to step up its awareness-building initiatives aimed at the public and stakeholders, integrate all forms of intervention in light of risk analyses and broaden its ability to offer services through the development of information banks and online transactions and the establishment of partnerships.

The RBQ relies, from the standpoint of prevention, on awareness-building and information to ensure that stakeholders understand and properly apply standards but also that individuals are aware of risks and abide by safety procedures, in their capacity as users, and that they are able to ensure respect for their rights as consumers.

The organization and its values

The RBQ is present throughout Québec. Its head office is located in Montréal and it maintains regional offices in Gatineau, Saguenay, Laval, Longueuil, Québec, Rimouski, Rouyn-Noranda, Sept-Îles, Sherbrooke and Trois-Rivières.

To fulfil the RBQ’s vision, its management and staff must display a constant concern for public safety and contribute through their actions and decisions to reducing the risks that Quebecers are facing. This constant concern for safety is the reason for being and represents our principal organizational value.

The RBQ seeks to attain its objectives through proactive information, awareness-raising and prevention initiatives. To properly inform the public but also to ensure that the holders of licences and the owners of buildings fully assume their responsibilities, the RBQ must offer outstanding services both from the standpoint of expertise and accessibility. The priority that the RBQ attaches to the quality of service is another of the organization’s core values.

In addition to these two organizational values, the RBQ’s management and staff fully adhere to the gouvernement du Québec’s ethical values. Accordingly, the employees’ skills must be enhanced and developed. In the performance of their duties, the RBQ’s employees must apply the regulations and impartially provide the clientele with information. They must display integrity by avoiding any conflict between their personal interests and the responsibilities entrusted to them. Lastly, they must deal respectfully with Quebecers and the RBQ’s other clienteles and represent the RBQ loyally.
